You are right! The real difference is, that in MC I really don't need to use the TC track for locators, because I can add them to empty filler tracks, or to media tracks very easily. In FCP, I tend to use the TC track for markers because that's an easy place to place them without having to double click a segment and navigate to the source window. But then one of FCP's most powerful tools, the "All Tracks Forward" selection button, destroys the markers/media relationship every time you use it.

If you add locators to the time code track in Avid they will slide out of sync
too depending on what you do to the timeline. IIRC adding filler to add bars
and tone to a sequence will shift time code track locators to the left the
amount of the filler you add. Not a feature I use but I've seen it happen.
