You could reverse it, slave PT to the video.
From specs (i don't use PT), it can slave to midi TC, LTC and VITC (forget
that one...).
LTC is easy, if needed get a bit of TC from me to insert in your file.
Midi TC is available trough a piece of software called Lockstep (with a good
review from a linkin park tech, sounds good to me :-)
This converts LTC into MIDI tc.
Now there are a zillion media players available to play your video, that
won't be a problem.

You could also take LTC out PT and slave a video device to that. If you have
a computer to spare i can sync video to incoming LTC.
(but that will drift a frame or two over half an hour, or occasionally will
stutter to stay in sync...)

I'm trying to find a better solution for picture with protools, without
adding an expansion chassis.

Currently we do picture for mix using Mojo SDI, but I need to be able to
review final HD picture and sound mix simultaneously to save the producer
time (Mojo SDI is SD-only.) BMD cards work with protools, but take up a
slot, and since I'm set up with protools HD, I don't have a slot to spare.
The producer tends to tweak the audio more than the picture, so it makes
sense to bring locked HD picture into the mix, rather than the other way
around.

I've just tried using machine control to Avid running in VTR emulation
(remote play-) but it's not solid enough: missed cues, won't loop, protools
'can't find cue point,' about half the time, etc.

Anyone using Video Satellite? Video Satellite LE? Both kinda tweak me
because the former is a $1000 license (old-Avid-think) while tying up a
second bay, and the latter requires a separate protools LE installation on
another CPU... Ahhrgg... and according to the sales materials, at least,
that installation requires a separate M-Box Mini. I have an old M-box, but
my tolerance for experimentation is growing thin, and the website says it
needs to be a mini. (Further, in this initial case picture is FCP, so
Satellite isn't the perfect solution, either... but better than nothing...
later, most of our jobs are Media Composer finish, so Satellite starts to
make more sense.)

I was thinking of trying the hyperdeck as a faux VTR via machine control
(since I have the machine control license already) but I've yet to hear ANY
good comments about that device- and I recall some discussion that it
doesn't support time code yet. Anyone?

Really don't want to have to buy a $3500 expansion chassis just to add a
$300 BMD card to the protools box... that makes absolutely no sense.

What are YOU doing?
