Filler is analogous to slug/leader when editing on film (on a KEM or Steenbeck).
It mirrors the physical world. IMHO it makes perfect sense.

1- Are you able to make a higher track and place the one effect on the highest track (which will affect all below)? It doesn't sound like it, if I understand correctly.

2- A) Make a template of the effect. B) Lasso the clips from left to right to place them in Segment Mode or use the Select I/O feature. C) Work in chunks down the Timeline, rather than attempt to do all shots at once. D) You can Shift + Deselect Filler if/when needed before applying the template to the selected clips. E) Apply the template by double-clicking it in the bin to apply it quickly to all selected. Alternately you could apply to everything, including Filler and then go back and use the Red segment arrow to remove the effect on the Filler.
