I realize you need an HD CC decoder (708). I was referring to consumer HD monitors which are required to have 708 decoders. HDMI is also required to carry the 708 signal. No question that 708 CC does not become 608 or line 21 on signal downconversion.

But I do realize that it is more complicated than that and I am not an engineer. I am not certain that the manner in which the 708 data is carried in SDI is the same as the way it is carried to the consumer (generally via multiplexed MPEG?) and then delivered to the consumer HD TV (HDMI and component?), nor that any given conversion from SDI to HDMI would convert/carry that data in a manner that can be decoded by a consumer TV.

However, I have seen CC from HDCAM on HD displays in a post facility so it clearly can be done. I can't swear is was not done via a separate decoder however. I can ask.
