The out TC in tape based editing has always been exclusive (not included int the event). Go stripe a tape with about 30 sec of black starting at 1:00:00:00. Now go back and set it up to do a 2 frame insert edit. Using a nice deck that list in and out TC during an edit event you will see that the if the in point is 1:00:05:13 then for a two frame event the out point will end up being 1:00:05:15. And that out TC will remain the old video and not the any part of the new video. If it is otherwise then your deck is in need of maintenance.
