you're missing the fact that HDMI(at least earlier flavors)has no provision for field rates below 50 - which 23.98psF is, even when treated as interlaced.

For playback purposes, I've always treated Psf as interlaced; a pair of

interlaced fields that just happen to have been recorded at the same

time. "Progressive segmented frame", with the "segments" being fields.
