I think the boutique to medium size facility will be better served by coming systems. However, there are a lot of companies right now that have turnkey systems between $1-4K range. That does not include the setup, digitizing of old media, and molding it to your company's workflow (sometimes not even the computer). I understand your pain - I was a freelance editor/one-man band for a lot of years. But a single license for CatDV is $400 - $99 for a mostly-logging edition. You may be reaching for more than you actually need if you are more price-sensitive than that.
How inexpensive does a Digital Asset Management system need to be to be "affordable" for someone who defines themselves as a small company?
I wonder because there are really three questions here:
(1) what MUST you have to consider a DAM system "complete" (what do YOU mean when you say it)
(2) how much do you do you feel is an "affordable" price
(3) what level of automation do you need in a DAM to feel comfortable with it
(4) what technologies/brands does it need to be built with
It's something we ALL say - "I need an affordable system"-- but what do we really mean by that? When I say Asset Management, I need (a) nearline backup and LTO-based archiving (b) tape library to search for existing clips and tapes (c) an ingest station to control both (d) shared calendars or actual scheduling (e) read-only shared storage so editors/artists can access what they need and (f) server-based internet portal for authenticated access from the web. Well, OSX Lion Server (plus a program or two) does all that so I'm covered.
But how do you define the system that meets YOUR needs?

For a small shop, yes. And they just increased prices significantly.
Alas, Avid used to be pricey as well.
