The few things that I've worked on that were shot in europe for release in a european market all shot at 25 and finished in 25. We then did a slowdown of picture and audio to 23.98 for our in house home version.
What ever format they are shooting, file based or to tape, like SR, then just work in 25 as much as possible. 25fps project. Because when they start talking about 1min spots and 1:15 spots and :30 spots and :25 spots you want your times to be correct. Your external viewing may suffer but if it's a one time thing then just deal with it. If this is going to be an ongoing gig then start buying gear that can support all the needed formats, 23.98 / 25 / 29.97.
