I think what is throwing you is the log response of film vs the linear response of a digital sensor. Because of that, film has a lot more detail in the brighter images. The human eye also operates that way. In other words, we are far more perceptive of level changes in brighter areas than we are in dark areas.

I find that when working on film my white skies (the brightest object outdoors) rarely go above 90 IRE while video is going to go all the way to 100. And they both are perceived correctly that way. But really look at the video image in this case and you will notice that there is little to no detail there, while the film image has a lot more.
