Create an NTSC project and import.
Open bin in PAL project.
Cut into your timeline and it will add motion effect to adjust.
NOW!!!
Promote motion effect on clip in timeline. Under "source" select film with 2:3 pulldown. Then "Detect" the cadence. this will throw out the added pulldown getting you back to the 23.98 source.
Unfortunately you have to do this to every instance in the timeline. :-(
