I used to use Video Helper's music library. Their trick was that the music
was produced with lots of easy edit points so you could take out chunks to
get to the length you wanted. Great promo music and the best liner notes
ever. Honestly though, with a minimum of effort you can take the long
version of track and edit your own version. Usually better than the cut
downs the libraries give you anyway.

I occasionally work with a client that requires stock music for his short
form promotional pieces.

SmartSound has proven useful for a number of his projects because of its
scoring tools -- and the ability to enter a show duration -- and mostly
generate a track that has a serviceable beginning and ending (as opposed to
needle drop with a fade).

However, their music selection is a bit limited for his application. Anyone
know of a similar product that offers some level of scoring tools -- or at
least the ability to designate a duration in order to generate a track that
compositionally "resolves" itself at the end of a show?
