The only way I could get adequate results was with ffmpeg2theora,
which is a command line tool.

For a start, these are the parameters I use:

ffmpeg2theora source_file_720p.mp4 -o ogg/destination_file_480p.ogg --width 640
--height 360 --two-pass --videobitrate 1500 --audiobitrate 128 --keyint 36

As you can see, I do a resolution conversion as well, you will
probably not need this.
