Actually,
It could be 16x9 NTSC Widescreen. While it is 16x9 rather than 4:3 it is standard Def, just Anamorphic. In this case, I export ref quicktimes to tmpgenc or I expord media quicktimes for AME. The key is to interpret the footage as 16x9 and set the output in AME as 16x9 Pixel Aspect Ratio. Often, I will crop the input 6 px on top and bottom as well.
