I used to use Screencast. www.screencast.com You can sign up for a free account (up to 2GB of storage space and bandwidth a month), or upgrade for more storage. You can set passwords and enable or disable downloading.
I've also heard great things about MediaBatch. I wanted to try it but was told to find a free option, hence screencast. Here's MediaBatch: www.mediabatch.com/
At my current job we have a custom website we upload to and send a view link. I don't think you can download from it (although there's always a way, if the client wants the file bad enough and is tech savvy).
