Turns out my wife found a corrupt transition by divide and conquer and that solved the problem.

They upgraded to 5.5.2 and when she takes an old act for a show and tries to cut in a revised open to the act things are suddenly out of sync 15 frames with the audio. I don't know whether video or audio is off. She tried inserting into the original sequence and then making a new sequence and cutting things into that but both ended up 15 frames off and there was no way to get it right. Another editor on the show said he had seen this before at another place and the fix they had the AEs do was to recut in each shot. This is a 23.98 ntsc project so I'm wondering if there could be anything whacky as a by product of the sequence timecode. I believe the "TC1" is usually determined when the sequence is created but you can toggle the sequence timecode to 30 df etc... Could something like this account for the 15 frame offset or could being in HD 23.98 account for this. Anybody else
