My suggestion would be to generate an effect (without source) for both repositions (I take it the bar is a texture or a jpg or something?) and save them both in a bin by dragging the effect icon out of the effect editor into the bin.
Then select all of your titles and double click the title reposition effect in the bin, thereby applying all of the title repositions at once. Then select all of the "bar" effects and double click the bar effect in the bin, thereby applying all of the repositions at once.
If you DON'T save the original repositions as "Without source" you will probably need to alt/opt double click to apply the effects, otherwise, they will simply REPLACE all of your titles and bars with the new effects. That won't be devastating with the bar, but it will hurt with the titles!
