You are correct the IO Express does do composite and Y/C but it won't work in an Avid 23.98 project or as an SD 23.98 project even when playing with the Format tab unless there is something that I'm missing. The AJA control panel that is installed is taken over by Avid and therefore any changes that are made directly in the control panel don't affect the output from Avid.
Another fun feature I discovered is that RS422 deck control is NOT supported. After a week of pain for the editor who actually spoke with AVID & AJA and claimed they said it should work. I opened one of the 5 read me files only to discover that it's written up as being unsupported. You must use a third party adapter such as a Keyspan.
If you are using the IO for FCP then I'm sure that you get all of the features but with Avid at least for now you don't.

For dubs the $50 converter may be fine.
But the IO Express DOES do composite and Y/C (S-video) output. It does it just like the Kona 3 and other similar equipment. You can output either composite and Y/C, or component but not at the same time.
There are three BNCs. Using the control panel you can set the analog out to component, which uses all 3 connectors or to Composite & Y/C which uses one BNC for composite and 2 BNC's for Y/C. The composite output is the one labeled CVBS.
For Y/C, a DIN plug to two BNC breakout cable is needed to connect between the 2 BNCs and your S-Video equipment. I'm not sure whether AJA supplies those or not.
If you don't like your IO express and want to sell it, write me. I've been waiting too long for mine to arrive.
