set media display in the hamburger to choose Master clips...then do the select
offline items and sift selected items.
...which relinks pretty well in MC 4.x...however, I found relinking to offline
items suddenly stopped working
consistently in MC 5.x

Media Tool shows you ***MEDIA***. It won't show you offline clips.
You'll need to Select Offline Items in your bins and Sift Selected Items.
