Oh, sorry I didn't see you're in a 23.98 project.
In that case the problem is that there is no such thing as composite video at that frame rate. Only 29.97. Your DVD recorder or SD VTR would not see it even if something could output it. Somehow the 23.98 timeline has to be converted to 29.97 for SD monitoring or recording.
I can't tell you for sure the workflow you want to use with MC 5.5/IO Express as I haven't gotten into it yet. But if it's like Final Cut with a Kona card, you set the video playback to 29.97 and play a 23.98 sequence and the Kona card sees this "miss-match" and inserts 3:2 pulldown to convert the frame rate.
Avid's way may be different but it ought to achieve the same result.
