Yes, I recanted my remarks- GVG actually provides these plug-ins publicly, so the offshore-website re-post probably isn't even piracy.

And, in spite of its near-universal-ness, VLC won't play this codec (at least not without the codecs from GVG.) It was the first thing I tried.
