In my experience you can minimize the amount of stepping that you get both by softening the titles (yuck I know), of by getting really finicky about your roll speed in after effects.

Ideally you want to be moving at an integer increment of pixels/frame... So for example 10px/frame would be 240px/sec... 11px/frame = 264pix/sec... if you need to move at a speed somewhere between two integers you can try alternating between these speeds (not ideal).

The thing is that even if you do this, and then the output is scaled (especialyl with a linear filter), your efforts are wasted. For example if you design the speed to scroll cleanly at 2K, and then the 2K DPX are scaled to a new raster for the creation of a DCP, then it doesn't matter. Of course if the scaling is done with a good scaling filter like mitchel, lanczos, etc, the result is slightly softened which helps the stepping.

Overall, making the titles softer (1/2 pixel gaussian blur?) is a quick and dirty approach.

Also different fonts some of which have more pronounced and sharp horizontals may appear to have more stepping.
