I think that's a resizing issue, not an interlace issue. Look for controls that crop off those extra lines instead of trying to mathematically resize 486 to 480.

Also, look into purchasing the Meyers' DVD, "Videosynchrasy" or something like that. It goes into all of this stuff in great detail using very simple, understandable language and examples. It came out several years ago.
