Definitely edit in HD, then go SD at the end. I was wondering about the blowup, and did a little test. If you add a blowup in a 1080p project and render it, then switch the format to NTSC 23.98, the quality is noticeably better than if you switch it to NTSC and view it real time. It seems that any effect will be applied after the media is downconverted.

So edit in HD and make sure you render everything before you make the SD output so that all the effects are generated in an HD resolution.

I think the matter of blowing up HD for SD is dependent on the project's
destination - how discernible is the audience or the delivery format?

I did just that recently for a web training series. Shot HD, edit in HD, enlarge
to 150% to avoid jumpcuts. It looked fine on the SD monitor, and even better on
the 640x360 flash deliverables.
