How you describe what you WANT to do IS how they SHOULD work. Try it WITHOUT the shift modifier. See if you can get it to work on a "clean" key.

If not, try creating a new keyboard setting in your user setting. I, for example, have a keyboard setting that I ONLY employ for color correction.

If THAT fails, then try to start with a fresh user. It's possible your user setting is corrupted and you don't know it.
