I use CMD +/- all the time, and I find it indistinguishable from the comparable MC function.
As to the second point, when you say "the cursor" do you mean the position line? If so, I think the difference here is that in MC I get to decide on the degree of magnification by drawing a box, whereas here it seems like FCP decides. If it's the function I'm thinking of, I still prefer MC in this regard.

FCP: Cmd + or Cmd - zooms in or out. Same as Cmd with L or R bracket in MC.
To do the above MC action: Click the Z key (for "zoom") and move cursor over the
timeline section you want to blow up. More or less the same result.
