[Avid-L2] NTSC seq to PAL

I know there are options once we go to tape, but is there a way to
take an NTSC SD 30i sequence and change it over to PAL. This would be
for a PAL QT and not to lay off to tape.
I see its possible when you are working 24p but I don't see it as
possible in the format my sequence is in.
