A bit of yes and a bit of no. For Symphony, Universal Mastering allows you to originate in a 24p project and output to 30i or 59.94 without altering your sequence, but to go the other way (30>24) is not as easy, though doable. MC/Symphony v4 allows for Mix and Match which works like this: in your 59.94 project, highlight sequence and choose Modify>Format and check 1080/23.976p. It will create a duplicate of your sequence and do two other things. One, it will mixdown any video that was created or imported with alphas. Two, it will unlink any title media in the duplicated sequence. From there, you close that project, open a new 24p project, and open the bin where your duplicated sequence lives. Open the sequence and 'recreate title media'. Depending on how well Avid interpolates your original footage, you'll have a reasonably good looking 24p sequence. You may notice some footage has more judder than others - you can promote the motion adapters (Avid's mix and match source-side timewarps) to full timewarp effects and adjust the field motion, cadence, etc. to get better coding. Good ideas to test out how the different interpolations can effect stuttery playback - I've seen quite dramatic results where I thought nothing better could be achieved.
