That's because they are not really ad's. They are public service spots.
AFRTS can't do ad's because of the perception of implied endorsement.

For a funny take on the whole AFRTS gig, watch "Good Morning Vietnam!". As
all non-documentary films, it is entertainment, BASED on fact.
