That part of the article is about when using the Avid Quicktime codec (in QT
Pro or AE) to _encode_ into DNxHD. That's the equivalent of the Avid
_import_ settings.

Just like I wrote in one of the later paragraphs.

OK the Avid codec is meant to work in 601/709. When you ENCODE into DNxHD,
whether through QT Pro, MetaFuze, or by importing into Avid, the result is
meant to have 601/709 levels. You need to tell the encoder if the SOURCE is
0-255 or 16-235.

A simple way to look at it:

The Avid IMPORT / ENCODING MODULE (import in Avid, Export in QT Pro), asks
you:
We are going to create some 601/709 Avid media. We need to know what your
source is so we can either maintain the levels (601/709) or remap the levels
from 0-255 to 16-235?

However, we were not talking about IMPORTING or ENCODING to DNxHD, but about
EXPORTING from the Avid. When you EXPORT from the Avid application, the
module asks you:
We are going to export this 601/709 Avid media into something else. Do you
need the export to maintain levels (601/709) or do you need the levels
remapped (to 0-255)?
