This is true.

The FAT (File Allocation Table) pointers may have been erased -- but the files themselves will still be on the card and intact -- unless you have saved any other files or photos to the card since then. And even then, it is possible that newly-saved files may have not overwritten the photos you are having trouble with. Of course, there's no guarantee that the corrupt files are trouble-free on the card.

Regarding software, I have used Lexar's Image Rescue with very good results -- but as already posted -- there are many flavors of this type of utility:
