The plugin search tab in ae is the greatest thing ever. It's more useful than my 13 year old.

Great idea, Ben.
Post it on the Feature Request forum at the Avid Community Forums.
Could also be nice to create a custom effects tab in the Pallette (I do know
about bins with effects showing up there, but it would be nice to have it as
part of my user settings).
