No, I'm on 3.1.3. And I would absolutely allow for the possibility that this is my error somehow -- except that I've proven this workflow a million times. I've cross-checked all my settings and unfortunately is seems the error is in the original recording.

Are you on MC4? Have you checked the right boxes during import?

Also, I noticed that if you choose Clip->Change Sample Rate in v4, you get
23.98-24 conversion options now.
