I still don't see this as a problem. You're still talking about FCP, right? Export a self-contained QT and you have the full HD size to play with inside the SD timeline. Razor at the cuts and pan/scan/zoom as needed for the few shots which are applicable. If you need more on a still, rebuild the move on the still from the source, as required. I think you said HDV in the earlier post, so I would export to ProRes instead of "item settings". This gets you out of the HDV world.
