[Avid-L2] Versioner vs Update File?

Someone posted recently that the versioner will know what dongles are entitled to upgrades.  My SNDX at work under assurance was upgraded to 3.5.4 using the versioner I believe.  My home mc soft required and update file.  If your dongle is qualified will the versioner do the upgrade from 3.5 to 4.x?  Just trying to get this straight in my head.
