You don't need a custom size sequence. The display is simply turned 90 degrees.
Stay with a normal 16x9 setup. Rotate the video 90 degrees. You'll be editing with your head cocked to the side, unless you also rotate your monitors.  All of that is dependent on the display being a "normal" monitor, being fed by a DVD or DDR using an ntsc signal.

If it's a custom display from Daktronics or the like, then it's a different story.
