If you halved the overall gain (which I grant would halve the dynamic range)
how would you then raise the level back up to broadcast levels without
reversing what you've just done? Running the volume at -10dB to reduce the
range and then +10dB to put it back where it started doesn't reduce
anything.
A 2:1 compressor with the output set to unity would halve the dynamic range
without affecting maximum output level.

Well I really don't see a difference in the suggestion of a compressor set
to 2:1 and basically always on and lowering the overall gain. I realize
that the compressor would probably not kick in at the real low levels and
that would help keep the quiet parts above the noise floor. In a digital
world I don't see how lowering the gain raises the noise floor. I do see
that a lower signal overall would allow whatever system noise is in the
playback equipment to become more apparent, and or less masked by the actual
signal. My log math skills are all but a distant memory but at 2;1
compression would lower the signal level; -3db half the power, -6db half the
amplitude or -10db half the apparent loudness? Time to call my high school
electronics teacher or perhap some Ferret loving member could chime in?
