I would strongly suggest NOT to buy anything, but use open source tools available.

You need to hire a coder anyways to deploy a site / do cloud storage, so why not use what is freely available and will never get you into a hostage situation as it is open source?
(Eg, everyone who has worked with SoundMiner knows how hard it is to find anything outside the SM world. (And no, the abbreviation is not a coincidence.))

If you have lightroom touched files, they contain XMP metadata. That is a good start.
XMP allows for custom metadata fields along the pre-defined. (Dublin core being one simple example)
Now, next step is to fill a database..
Examining a gazillion files, extracting the existing metadata, create a jpg thumbnail and placing the whole shebang in an open source (mySQL) database is quite easy.
A decent web developer should be able to make a front end to search such a database.

Then you have to make a decision if you want to store all possible downloadable files, or generate (low res / alternative quality / watermarked) copies on request. (Using ImageMagic or alike.)
And of course you have to make a decision how to store. Raw is nice, but big and most of the time huge overkill.
(This morning I made a 6.3 MB TIFF file into a 43 KB PNG without any loss. That is 130 times smaller, and still uncompressed, but granted that was a simple CGI..)

And you have to decide if you want all storage in the cloud, or just your database and thumbnails / previews. (Think about cost of space, but also safety. Everything WILL be hacked, and you MUST have a local backup anyways.)

So far it is all easy and cheap, and can (and should!) be done without any form of paid / licensed software. (With cheap I mean only cost for coders to make it happen to your liking.)

The biggest challenge is to improve the quality of the database so stuff will actually get found. 
But that is a totally different discussion.

My company has been using Lightroom to organize stills for our clients, but there are a bunch of limitations that are killing us.

Mainly - Lightroom isn't really designed for server based, multi-user access. With the growing number of photos and the increasing number of people that need to access them, we are hurting to come up with a good solution.

We want to cloud-host multiple Terabytes of RAW photos and be able to download multiple formats depending on use and permissions.

I know the stock photo houses have this type of thing down, but we're not at the enterprise level of service (yet).

Can anyone here point me in the right direction?
