If you check in the editor PDFs (MC and NewsCutter), this raster size (well, frame size) is mentioned as far back as 2005, specifically for SD J2K resolutions (in the 8.4 PDF PAL is referred to as 720x592 wheas NTSC is 720x486 (inconsistent?). Under Monitor Display Resolutions we see Active Video as 720x576 (PAL) with 'Stored video not displayed: 16 lines of blanking or VITC per frame (8 per field'). Maybe that's where the discrepancy comes from. I suspect it works as it always has but we have something extra to worry about.
I tried importing a test card and a graphic with a circle . . . and made a circle in Title Tool in 8.4. The imported files looked slightly too tall but I've seen this before and it looked very similar in v7 where the raster sizes are described as I'd expect. I suspect nothing has changed but the numbers (confusing).

To me that means Avid is really thinking SD is 496 high and displaying that many lines thereby stretching it to fit the raster. Is the image showing on the computer monitor the only thing vertically stretched? Is the SD SDI output correct. That would point to just the computer display being off and not the actual signal out of the I/o box.
