Remember you can import elements of your setting into a new user. My dirty little secret is I never rebuild my settings and in 15 years on Avid I've only been bitten once. That had to do with grid settings for safe title etc... IIRC from Ver 5.5 to 6 the grid turned black and I could not make it white. Importing the grid setting from a new user in 6 to my grid settings alleviated the issue for me. Now I'm not advocating my user setting lazyness but it's just the on the edge kinda guy I am.
Joking aside you can bring in things like keyboard layouts into a new user to save some work. If you do it one aspect at a time you can find out where the issue is cropping up.

The bug is buried somewhere having to do with setting ins and out, because it's the hitting of "I" or "O", or setting it using the on-screen icon that immediately blows up the image in the Source or Record monitor. You can click on either monitor, and the image will flash briefly to the proper full frame, but then immediately revert back to the super-zoomed-in version.It's maddening.
