John, this is an inverse telecine process to get back to 24fps for a 24p/23.976 sequence. Here's a description I wrote awhile back.
Ignore the part about blowing it up later in the post, since you are working in SD.
Your situation is easier since you would be dealing with a timeline that doesn't have cuts baked in. Sync shouldn't be an issue, other than general 24fps sync issues. It's possible you might have to slip some shots internally by a frame, but the duration in time of each clip doesn't change.
