DPP delivery start date is technically october 1st.  DPP is made up of most of the main broadcasters in the UK; BBC, Channel 4, ITV etc. I think Channel 4 and ITV are sticking to that date, i think the beeb has not firmly stated that it will only take AS-11 delivery and will accept tape delivery still for the time being. I think October 1st is a pretty optimistic target to be honest.

... but the whole concept was over-optimistic in the first place.
They may be repeating the same error, time will tell.
My question is: isn't it a must to deliver DPP AS-11 in UK?
Isn't the BBC the main sponsor for DPP?
I know that news don't have to deliver anywhere but at least they could have a minimum of consistency in the speech.
