I personally have very good experience with Subbits, but that might have to do with the fact that i'm the developer, so it kinda exactly works as i like it.
This also means that (especially for me of course), bugs are worked out pretty quickly :-)
In your case, there is a neat function called 'swap all text and comments' .
This way you can stack a new translation onto a previous one while looking at the other translation, without overwriting it.
(Each title is saved with a comment field.)
Do note, the learning curve is quite steep if you don't know anything about subtitling!
But, once you master the general concept it's a pretty fast editor.
(and mind you, you probably don't want subcap alone, a SRT for a Mp4 preview, perhaps there is DVD output, a text version for correction elsewhere, preview files  / trailers for YouTube, etc...)

I'm wondering if anyone has any recommendations for subtitling software that is compatible with both Mac and PC.  I work on a Mac and have previously used Belle Nuit's Avid SubCap workflow with great success but for my new gig, I have four translators, three on PCs and one on a Mac.  Belle Nuit does not work with Windows 7 so I'm looking for another option, ideally at a similar price point, that will work with the Avid SupCap workflow I have used previously.

To complicate matters, this film is in two languages so the translators with both a Mac and a PC will have to have access to the same subtitling files (one translator is doing a pass in a first language, then will hand off to the second translator who will do a pass in the second language).

I've come across the following programs and I was wondering if anyone had any personal experience or anecdotes they could share about working with either of these programs, or any other suggestions:
