Vitc was how I explained it to people I trained but in truth it worked that way long before vitc. Before smpte code too.
If in-out is zero a computer had nothing to do, edit 1 frame needs a difference of 1 - it's not rocket science now but it kind of was in 1974.
Incidentally flame and smoke have always been exclusive until this year when the 2013 versions have changed to agree with FCP. Can't tell you how much this annoyed people.
