Install away. When you want to go from one system to another either
deactivate your software from within Avid or open the Avid License Control
and deactivate from there. You will need an internet connection to
deactivate.

I've been exclusively on FCP since 2007 (Avid stuff prior to that since
1992), so it's time to get my Avid chops back in shape.

Dumb question: As I don't need a dongle now, is there an issue with
installing Media Composer on both my laptop and my desktop computers?
(Obviously not to be used simultaneously.)
