I inquired with engineering and it sounds like they hope to have an update
for Avid FX Windows available within weeks.

Pan and Zoom fx no longer supports photoshop files. Many projects currently
being edited in Avid version 5.5 have been using photoshop files. Why has
this been dropped?

I suspect this was also a result of losing access to some Quicktime Lib
when moving to 64bit on Windows. After reading your message and confirming
the problem I've reported that as a bug and hopefully that functionality
can be restored.
