Lots of people misinterpret the resizing issue for an interpolation of frames issue. If the "bands" are wide, then it's probably a resizing problem. If they're as narrow as a scanline, then it's probably interpolation.

For those who have not seen it, I would strongly suggest Chris and Trish Meyer's excelled "Videosyncrasies" DVD. It covers a lot of these issues. Most of this DVD is really about plain old video that it is about motion graphics, though everyone knows CHris and Trish from their motion effects/AE work.
