I could be misinterpreting it too... but I think by commercial use Vimeo means video intended to create internet advertising or solicit business via internet using advertising bumpers in your viral videos. Practically everyone I know uses Vimeo these days for their demo reel and various other uses that could be deemed commercial the way you're interpreting it.

If its password protected client appriovals or demo reels that seems pretty private to me because its intended for a limited select audience.
But I'll let you know when they kill my account : )

I actually did read that, but I don't think Vimeo cares about a little guy
like me. I gave them their money for the full year registration and I take
up so little bandwidth they probably don't even realize I'm there. It was
all private really small business stuff.
