How about "It appears you have some alignment errors on either your player
or recorder for this dub. Could you try another combination of machines
please?"

What you're describing sounds exactly like the scenario when one of those
silver filter thingies on the boards start playing up. The adhesive that
Sony used on the bottom of these things starts becoming conductive as it
ages, and the fix is to unsolder them, clean them thoroughly with
Trichloroethylene (or whatever's politically acceptable these days) and
putting them back in. Magically all the chroma comes back to where it
should be.

Of course, it could be something else. Either way, they need to re-do the
dubs.

Punching in some video fixes on some BetaSP masters done out of house from a
digibeta master and with closed captioning inserted.  I find a big mismatch
in my video level punch ins.  I know it's analogue and not perfect but when
I checked the color bars on tape it's as if the vector dots are collapsed on
an axis that approximately is between I and Q vector.  Basically the dots
are collapsed on an axis that goes from Y and B vector boxes.  This seems
like an R-Y, B-Y balance problem.  I never really did hard core alignment on
BetaSP but does that make sense?  When I relay my bars on the same tape the
vector dots do not exhibit this quadrature like error.  How bout some nice
phrases I can through at the dub house other than, "your machines suck." 
I'd prefer to offer a possible solution rather than focus on the problem.
