Not really. You could open your 23.98 sequence (making a duplicate) in a 29.97 project. Then you would have to recreate all of your titles. And you couldn't have any imported mattes in it since they won't come across.
And then render it all. And what would your output be? Well, each shot would have proper 2:3. But the overall project would not have proper cadence.
Or you could export a QT ref from your 23.98 project, then open that in a 29.97 project and output it. It would then have consistent cadence, but any changes would be a bitch as you would be bouncing back and forth between projects.
So, no, this doesn't replace Symphony universal which truly allows you to output a 25 or 30 frame sequence from your 23.98 master. (for HD that only happens with the Nitris DX)
