Note: You actually can convert sequences across rates if they contain imported mattes if you don't mind the mattes getting mixed down to new master clips.
You can perform this using the Modify/Set Format operation while in the sequence's native project type.
Also, I should add that if your 29.97 clips contain pulldown, you will want to mark them as such.
Do this by setting the Field Motion column for each clip to 2:3 Film in the bin.
This will cause Modify to add appropriate motion adapters in the resulting sequence and allow Refresh Motion Adapters to update existing modified sequences accordingly.
